TeX-comment-or-uncomment-region args out of range

Emacs-21.4 and AUCTeX commenting leads to
args out of range.

This problem is reported by Ikumi Keita.

Trigger is as followed
(1) emacs -q
(2) (require 'tex-site)
(3) (transient-mark-mode t)
(4) (find-file "foo.tex")

This is an Emacs error/bug. You can provoke it as well by calling
`comment-region' instead of `TeX-comment-or-uncomment-region' in your
description above. The bug is fixed in CVS Emacs.
